Looks like the same power system used for over 100 years at power stations, the "Fireless Locomotives". These locomotives were once popular at power stations, and looked like a conventional steam locomotive, and functioned the same as well, except the steam accumulator tank was charged with the healthy blowdown water from the big boiler at the power station. Steam was drawn off this reservoir, and no fire hazards around the plant with this type of locomotive.
The fireless locomotives could shunt around coal cars (the fuel source for the power station) for about an hour, and then would go to a "charging station" to reheat the steam accumulator with suppressed blowdown flow. The one I am familiar with charged its accumulator tank to 350 PSI, and would go for recharge when steam pressure had dropped to about 75 PSI.

We have one here in Washington State that spent its working life in a mine. Then was rescued and converted to a conventional fire tube boiler and runs on temporary track on the city streets during the holiday season.
