Interesting engine in Canada.

I thought it might be for a car until I got a sense for of the size.

Does this look like it was for marine use?

Seems they've identified it as an engine for a Bufflao Springfield steam roller. Though I've run and driven one, I'm not intimate with the engines so cannot confirm or deny...

Oh well, I drove a few steam rollers when I was a kid and they were still in normal use, and saw a lot more, but never with an engine anything like that.

The original question almost assumes there is something or other distinctive about marine engines, but I'm not at all sure that's true. Ship engines are another matter, but small and medium launch ones could be sensibly used in all sorts of applications - some of them with the reversing gear disabled perhaps.

Isn't that a broken governor on the top of the engine? Machine engines didn't have such.

I know Marine steam engines do not have governors typically. I'm convinced that it must have been tried, and don't completely write off an engine from being marine when I see a governor - just not very likely. I could imagine it could be tried or sold perhaps under the claim of being more economical on steam.

It makes no sense to put a governor on a marine engine (except, perhaps, to keep the engine from racing in a storm when the prop clears the water - but the engineer was supposed to do that.

I'm no expert, but I've seen more than a few marine engines - none have ever had a governor.

I have not seen an example either. I'm still holding out. It's like big foot or alien saucers, one can hope. :-P
