Fred, It could be eliminated by requiring a brief "Interest in joining our forum" email, where the new applicant explains their interest in joining. Most people don't know anything about the subject of steamboating at all, or that hobby steamboats even exist. If they can express at least some legitimate knowledge, then that would suffice.
The bad part of letting just anyone join is that some of these folks are not just looking to spread information, rather collect it, as some forums list the users IP address in their profile, only accessible to forum members. At the very least they can harvest active email addresses.
By posting links in their ambiguous posts, it creates back-links to help out promoting the linked sites in search engines, however this poster didn't do that.
