On the topic of a watertube boiler, why not a Babcock and Wilcox design? John King has one built using cunifer tubing and requiring no welds, they don't require tube bending, and (based on my research), they fuel well on both solid and liquid fuels. The only parts that would be difficult to manufacture in a hobby shop are the tube headers, and those are well suited to fabrication on CNC equipment.

Whichever design is decided upon, it would be good to produce a kit with all materials and CNC machining completed.
That would solve boiler design for many steamboaters getting started.
Assuming there will be such Folks...
