I think that valve mechanism is designed to control fuel flow while maintaining a relatively constant jet velocity, and providing a needle type orifice that can be cleared by cycling the valve. The construction isn't clear, but I'd guess the vertical needle has a slot that is engaged by a fork threaded onto the end of the reach rod connected to the valve handle. The advantage of this construction is that the valve stem seal is outside the boiler next to the valve handle and is thus kept relatively cool.
here are my thoughts on the design of the valve adjustment mechanism. The adjustment slide features an inclined square section that slides within a corresponding cutout in the valve, thereby opening and closing it to varying degrees.

For those puzzling this out, note that Dampfspieler's drawing is viewed from the rear with what is in the original.
The angle of the pin, plus the taper in the needle valve, determine how much fuel rate changes for a given motion of the control lever.
Producing the angled square hole in the needle valve may be a bit frustrating for us amateur machinists. Silver soldering two halves together, each with half the square hole milled out may work if the temperatures don't exceed 1000F. Alternatively, a design w/ a round pin should work as well; the round pin would need to be secured carefully.
thanks for your thoughts. My initial goal was simply to demonstrate how the valve needle is moved. I've already done some thinking.
I'm currently considering which burner design to install on my large OFELDT boiler. The LUNE VALLEY design is certainly appealing, but the addition of biofuel to liquid fuels could lead to increased carbon buildup in the evaporator tube, potentially resulting in burnout. Therefore, pure gas burners or atomizing burners are probably less demanding in operation.
I think the Lune Valley burner would work w/ jet fuel (Jet-A) or a similar highly refined kerosene. Heavier distillates would not work well. I had a vaporizing burner in Otter's previous boiler. That burner definitely liked good quality kerosene.
The steam atomizing burner that is now in Otter has been quite reliable; a good Racor fuel filter has prevented problems with any contaminants.
