One further bit of info that I have just found is from the Volcania's owner who backs up Woodbine's owners advice.
"Most of the heating surface area is in the coils so you need to get heat directly onto the coils - heating the bottom of the steam drum, as you rightly imply, isn’t going to work. I originally had the two burners in the central space pointing directly upwards and there was a notable improvement when I modified the arrangement by moving the burners as far apart as possible and angling them at 45 deg. so that the flames were directed towards the coils."
