What should i use for torque specs for rod bearing caps,main bearing caps and head bolts? 3/8" bolts, 5/16" bolts'
And plasti gauge bearing clearance?

Snug them up until you let out a little involuntary grunt. That should be just about right. I'm sure that is how it was done in the
1890's. If it breaks you have gone too far!

Bearing clearances need to be tight on double acting engines to prevent knocks; they'll run quite loose for a long time but you don't get that nice silent glide

....
.001 per inch in diameter seems a common middle of the road recommendation.

Then you need to back it off a quarter turn.
