How does this engine work?

A special section just for steam engines and boilers, as without these you may as well fit a sail.

The ebay text claims the engine comes with reversing gear, although I couldn't see any evidence of it. After reading all the comments herewith I think that if one could afford the shipping it's really not so expensive for such an intriguing conversation piece...big though.
